Notes To The Town

As the calendar shows, students are getting ready to return to school. College semesters are beginning shortly, safe travel to all. Summer activities are coming to a furious end, school program practices are in full force and classrooms are being readied. After summer's rest the school season is looked forward to.

Recreation program in the parks enjoyed a terrific season. So many of the youth in the community participated in camps that there was a decline of attendees at the parks during the day. That is a true measure of attracting many different interest areas and levels. Congratulations to the Recreation Board and Director for the summer season. Activities of the camps and programs are so successful due to the amazing talents of the park summer staff. Many standout youths of our community lead the skill camps and instill a certain pride in our younger community members. So pleased that they are interested in sharing their passion and pride in a sport discipline, thank you to one and all. True coordination occurs daily with the school facility in building usage and transportation. Thank you to the partnership that has been built to benefit our taxpayer community. Huge appreciation to those facilities that share their time and buildings with our youth summer activities without them we could not offer the diverse activities from Hook-A-Kid on Golf locations, Volleyball Summer Youth League, Art Camp and Youth Bowling Summer League. We thank you for the confidencein sharing facilities to provide youth structured learning environments.

In the next few weeks' reports will be shared on the participation levels in the robust summer offerings. We will celebrate successes, address challenge areas and plan for next year. Gracious thanks to the Recreation Board that serves on behalf of the community. If you should have ideas or comments, please share them with Michele Bonacquisti, Anne Marie Fox, Mark Johnson, Mike Risewick, Mary Ann Witkowski, Angello Steffenella and Christine Smith. Seasonal Director Jackie Whiting will be on staff through August, taking in all of the comments and making notes for the 2008 season.

Certainly one program that has created a very strong following has been the Senior Men's Bocce League. Thursday morning eight teams compete, socialize and enjoy a sport of strong roots in Le Roy. Many thanks to Bob Sullivan for taking the leadership role in the weekly reporting and care of the roster! We look forward to the full report of the standings at season end!

Swimming Pool plans to remain open to the public through August. Look for daily opportunities to swim with friends and family. Pool Director has scheduled another swim lesson session and many families took advantage of it once again. The skills learned in swimming are enjoyed life long. Pool staff has enjoyed a warm almost rain free summer to protect our youth while they enjoy cooling off in the water.

Don't forget to make time in your Thursday evenings for the Summer Concert Series. Every Thursday through August 23rd make your way to Trigon Park. Bring your lawn chair and enjoy free live musical entertainment. Our next concerts will feature the following: August 16th: Denny and Her Escorts - old favorites of the 30's-40's-50's and August 23rd: Music Faculty of Le Roy and the Good Knights will end our summer concert series. Concerts begin at 6:30 p.m. Thanks to Katie Stone for her leadership in the Summer Concert Series this year. This program is partially underwritten by a grant from GO ART!

Overall another great summer season by every effort for the community of Le Roy!

Information on the rebate process from New York State for School Taxes has been received at the Town. Please read the following carefully. There is no further information at the Assessor's office,homeowners will receive their information to apply directly from New York State Tax and Finance through the mail.

HOMEOWNERS WHO RECEIVE THE BASIC STAR EXEMPTION ON THEIR SCHOOL TAX BILLS MUST APPLY FOR THEIR REBATE CHECKS. THE DEADLINE FOR FILING THE APPLICATION, BY STATUTE, IS NOVEMBER 30th, 2007.

SENIORS 65 YEARS OR OLDER WHO RECEIVE THE ENHANCED STAR EXEMPTION DO NOT HAVE TO APPLY. THESE HOMEOWNERS WILL GET THEIR STAR REBATE CHECKS AUTOMATICALLY. THERE IS NO DEADLINE FOR AN ENHANCED STAR HOMEOWNER TO NOTIFY US THAT HE/SHE DID NOT RECEIVE A REBATE.

WEEK OF AUGUST 2OTH, HOMEOWNERS SHOULD RECEIVE A PACKET FROM NEW YORK STATE TAX AND FINANCE REGARDING THE APPLICATION.

Homeowners are also encouraged to apply on line at www.nystax.gov or toll free number for questions about the application process 1-877-678-2769.

The rebates are managed by NYS Department of Tax and Finance not through local government agency.

From the Code Enforcement Officer:If you have received a permit from the Town Code office,it must be closed out. If you have not called for an inspection for Certificateof Occupancy, Final Inspection or Certificateof Compliance, your permit is considered still open. As the permit holder you have the responsibility to ensure your permit is closed and completed in the code office.If you are unsure, please call G. Sinclair at 768-6910, Ext. 223.

Walk the Village Program is in full swing. Remember to register at Village Fitness, Town Hall, Jell-O Museum, Hobby Horse and Le Roy Cleaners. This self-guided walk through fivevillages along Route 5 is attracting statewide attention. Another group of villages has joined calling themselves the South Towns of Buffalo. Their information is posted on the website: www.walkthevillage.com. Next year look for the canal path towns to have their walk and communities surrounding Canandaigua too. This month local winners will share in the following prizes:

LP Graphics Gift Certificate,Red Osier Gift Certificates,Clark Patterson Associates and Hobby Horse Gift Basket. Congratulations to all who have walked Le Roy and the other communities. It is not to late to join in the fun!

In a meeting with representatives from NYS Department of Conservation, Dr. Paul Richards of SUNY Brockport, Clark Patterson, Planning Board and Town of Le Roy, the drainage area of local concern was the topic of discussion. Dr. Paul Richards shared a presentation regarding the flashy sinkhole activity and questions a relationship to the proposed Stromwater Retention Facility. During the meeting DEC representatives stated that they heard loud and clear that the stormwater facility should be built once and correctly. The resident comment was "just get it right". With that mindset in place, no permit application review will occur until such time as the impact of the proposed facility would have on the sinkhole is discovered. From the meeting Dr. Paul Richards will devise a study to determine what impact the retention facility would have on the sinkhole and report back. Additionally the DEC will be reviewing current stormwater facilities in the area and accessing them for their condition. After those two items have occurred a local meeting to report those findings will be held. This activity will not happen for a minimum of six months. Our drainage area concern is high on the priority list of many now. We look forward to collaborative activity to ensure that the Stormwater Retention Facility is right the first time.

By the end of this month application for funding will be accepted by NYS Ag & Mkts. Department for local farmland protection planning. Town of Le Roy has many of the pieces in place and ready for the application. Following adoption of such a plan there are many avenues available to retain land in production agriculture and help to provide incentives to non-farm landowners to continue the use of their land in production agriculture. The benefit of green space to the community is well definedin our comprehensive plan.

Genesee County Health Department is hosting a Rabies Immunization Clinic for dogs and cats at the Genesee County Fairgrounds on August 16th from 4-7 p.m. Owners must be in control of their pet during the clinic, donations of $5.00 per animal vaccinated are appreciated from county residents. Out of county residents must pay $5.00 per animal vaccinated.

Hunting Licenses go on sale at the Town Clerks officeon Monday, August 13th. Please bring an old NYS DEC hunting license or driver's license to speed the process. Town Clerk hours are 8:30 am to 4:30 p.m. Cash or checks are the accepted methods of payment.

The Town budget cycle will get underway September 1st, 2007. Any requests for budget items must be to the Supervisor's officeprior to September 20th.

Unification of Town and Village code, through a grant from the Department of State, John Steinmetz is leading a process to unify our two municipal codes into one code. The first report out of the steering committee will be held on Thursday, August 16th at 7:00 p.m. in the Village Hall. The public is welcome to attend. No changes will be made to the codes until both municipalities hold public hearings. The joining of the Village and Town Zoning Board of Appeals and Village and Town Planning Boards by both municipalities makes this next step one of ease for administration of codes and zoning for these boards and Code/Zone Enforcement Officer
