This is subject to an apartment complex and rezoning of the area from Residential (R-1) to Planned Unit Development (PUD). This would be 30 duplex apartments (60 units) on a 700-800-foot extension of East Avenue. The purpose of this letter is NOT to challenge the need for Residential Development in LeRoy. This community has long had a need for additional single-family homes. We have room in our schools and our Village utility infrastructure. There remains very little land, within the village limits, that is ripe for expansion. Thus, we see what’s happening on bordering village lands like Asbury Road. We need development, within the village to support this infrastructure without adding any significant burden to the tax rolls. The weightiest issue here? Are rentals, senior or otherwise, the right choice for this property? We have all kinds of rentals in this village that remain empty. Even the most recent La Rosa Villa’s already experience turnover and vacancy. Many years ago, good local people developed the Genesee Street apartments for Senior Living with good intent. Those local developers died or moved on. Look at Genesee Street today. Blue tarped roofs, poorly maintained properties. I’ve heard the argument, “Oh you people on East Ave, Poplar Lane and Orchard Drive are just snobs and don’t want rentals in your neighborhood.” Not True! We have several rentals. I have one next to me and we’ve always had neighborly relationships back and forth. We also have a small apartment complex on East Avenue. All these properties blend well together. The issue again, “From a land use perspective, do we want possibly the best remaining virgin property in this Village, spent on rentals in an already overloaded rental community?” Another issue to consider. Should the village expend taxpayer dollars to develop the necessary infrastructure? Roads/curbing, sanitary sewers, storm sewers and utilities have all been committed to some level by the village. This expense could be between $1 and $1.5 million! Conservatively, with the addition of these apartments to the tax base, this project would have a 10- year break even. Not a great investment. If you believe less than ideal land use and/or poor use of your tax dollars to support private enterprise is wrong? I encourage you to attend the Village Board Meeting, August 18th in the Auditorium at Trigon Park at 7 pm.
