So, this one is a bit more lengthy but, hopefully, informa- tive. First, Rec Director Jackie Whiting presented her final re- port at our last board meeting. As usual, the program was very successful and served many Le- Roy kids. The surprise for us came when Jackie announced her retirement as director. The program Jackie has built is the envy of the county and she has set the bar very high for her eventual successor. Thank you very much, Jackie, for all your efforts on behalf of the town’s youth! I also want to announce a scheduling change for our As- sessment Office. Ken Pike will now be in the office on Fridays instead of Wednesdays. Hours on Friday will be the same as they were on Wednesday. The office continues to be open Monday, Tuesday, and Thurs- day as well. I just learned that we can add the Vescovi name to the growing list of those families tracing their heritage to Asiago, Italy. As such, the Town Board passed a “Declaration” naming Asiago, Italy as a “Friendship Town”. I will be presenting their government leaders with that declaration in a couple of weeks along with a copy of Lynne Belluscio’s book on Le- Roy, the four original flavors of Jell-O, a copy of a 1932 photo Tom Stella lent me from a Lime Rock gathering, and a couple of LeRoy CSD T-shirts. Hopeful- ly, some of their leaders will be able to visit LeRoy in the near future. At our next Town Board meeting, I will be submitting the 2020 Tentative Budget to the Town Clerk and Board. For the eighth straight year, I will propose a budget with a .90 tax rate, with one exception. In this budget will be $70,000 for a Le- Roy Ambulance subsidy. This comes from all of our meetings and public discussions over the past year+. That will raise the 2020 rate to $1.08, meaning the ambulance subsidy adds .18 to the rate. For property assessed fully (not with an exemption such as an agriculture district), that would mean an addition- al $18 per year on a $100,000 parcel and $36 per year on a $200,000 parcel (etc.). How- ever, earlier this year, the Town Board unanimously passed a resolution to put this question to the voters on this Novem- ber’s ballot. If the voters say YES to the proposition, the $70,000 subsidy will remain in the budget (an additional .18 to the proposed tax rate apart from the ambulance). If the voters say NO to the proposition, the $70,000 will be removed from the budget prior to adoption (the tax rate will be what the board has determined apart from the ambulance). Over the next two months, the TB will discuss the budget, item by item, and deter- mine what the rate will be. My guess is that it will be very close to, if not right at, the .90 rate (I will keep you updated). Voters will then have the opportuni- ty to determine whether LAS continues service with a higher town tax rate or discontinues service with a lower town tax rate. The proposition that will appear on the ballot appears below (the Board of Elections will have the final say over the format): YES NO Do you support a Town Board subsidy for the Purpose of Maintaining LeRoy Ambulance Service, Inc? By LAW, this proposition is NONBINDING. HOWEV- ER, the TB HAS voted to main- tain/remove the subsidy in the budget for 2020 depending on the results of the referendum.
