Recognized the position NYS has put Genesee County in regarding a new jail and Raise the Age (incarcerated 16- 18 year olds), and the county’s need to receive new sources of revenue. While that may mean a cap as to the sales tax revenue (our chief source of revenue as well) the town receives from the county going forward, we feel the initial proposal of forty (40) years is far too long. We met with Legislator Shelley Stein, who provided us with de- tailed information on the sales tax issue and constraints placed upon the County. In response to her request for our feedback, the Town Board unanimously passed a resolution acknowl- edging the County’s situation but requesting our legislator to oppose any proposal that caps our sales tax revenue at 2018 rates for a period longer than fifteen (15) years. Let’s review the situation again in 2033 rath- er than 2058! 2. With the first pass of board work on the 2019 budget, the major action was to approve the addition of about $10,000 to switch over the town hall and highway garage to LED lighting. With the estimated life being over ten (10) years, we forecast a $20,000+ electricity savings over that same period of time. Pay some up front now for solid savings over the long haul. The public hearing on the Preliminary Budget will be Oc- tober 3. In concert with the infor- mation meeting that was held this past week, the board has authorized an informal “vote” (nonbinding) on how folks feel about ambulance service mov- ing forward. This “vote” will be one method of public input for the town, village, and am- bulance boards to consider go- ing forward. The “vote” will be at the LeRoy Town Hall (48 Main St.), from noon to 8:00 PM, Tuesday, October 9, and be open to all village and town (Le- Roy) residents who are at least 18 years old. You will be asked to print your name and address (similar to a school election) as a means of “signing in” in order to receive a ballot (you do not sign the actual ballot). At the time this article was submitted (therefore, dependent upon any changes from the information meeting), there are likely to be three (3) ballot options for folks to select from (choose one): a. I favor the establishment of a LeRoy Ambulance District- Base upon LAS analysis, the 2019 tax rate would be .48 per thousand ($48.00 for $100,000 assessed value property). This would also mean a LeRoy resi- dent using LAS would have no out-of-pocket (e.g., co-pay) expenses. Current services would remain. Land in an ag- riculture district would be ex- empt. b. I favor the Town subsidiz- ing LAS- The Town Board would assume a level of over- sight responsibility for LAS fiscal affairs and, after annual reviews, make subsidy pay- ments through the town bud- get. Based on the last full year LAS report (2017), the 2019 subsidy place in the budget would be about $75,000. I es- timate that to add about .20 (an additional $20.00 for $100,000 assessed value property)to the town tax rate. Residents using LAS would still be responsible for out-of-pocket expenses. c. I oppose the establishment of a LeRoy Ambulance Dis- trict and/or the Town subsidiz- ing LAS- This would mean LAS would continue opera- tions in 2019 but begin their process of shutting down. Mercy EMS, whom we have a current contract with (for backup services), would be- come our primary responder. They have committed to mov- ing their eastern (county) base to LeRoy. They would respond to all calls (not just LeRoy) on this side of Batavia. Initially, they would use call data to determine how they would re- spond from Batavia if the Le- Roy crew were busy on a pre- vious call. There is no charge to the municipality, and thus no tax implications. Residents using Mercy services would be responsible for out-of-pocket expenses. It is important to know that the Town Board has not taken a positon on any of the above as of yet. We definitely want to hear what the folks wish.
